On the regional front, the Cabinet reiterated the Kingdom's welcome of the steps taken regarding US President Donald Trump's proposal to end the war in Gaza, including the release of all hostages and the immediate commencement of negotiations to determine implementation mechanisms. The Cabinet affirmed that the Kingdom remains committed to supporting international efforts aimed at de-escalation and the provision of humanitarian aid, thereby promoting a just settlement based on the two-state solution .

Enhancing the Kingdom's international presence

The Council reviewed all the international meetings that Saudi Arabia hosted in the past period, stressing that the approach based on promoting multilateral dialogue has contributed to intensifying joint coordination to confront global challenges, from international security and peace to sustainable development issues.

Organized by the National Institute of Health Research

In a significant move domestically, the Cabinet approved the establishment of the National Institute for Health Research , which aims to support scientific innovation and promote applied research in the fields of public health, preventive medicine, and treatment. The Council affirmed that the Fifth International Cybersecurity Forum, hosted by Riyadh, demonstrated the Kingdom's global leadership through initiatives and partnerships that strengthened international cooperation in the cybersecurity field.

Supporting culture and sustainable development

The Cabinet welcomed the selection of Saudi Arabia to host the UNESCO World Conference on Cultural Policies and Sustainable Development 2029 , considering it an appreciation of the Kingdom’s status and its growing contributions to supporting culture as a tool for development, and stimulating innovation and creativity at the national and international levels.

General budget and national economy

The Council discussed the preliminary statement of the 2026 fiscal year budget, noting that it reflects continued support for inclusive economic growth , while balancing development and social spending and ensuring the sustainability of public finances. It affirmed that structural reforms will enhance economic diversification and competitiveness, in line with the objectives of Saudi Vision 2030 .

Decisions and agreements

The Cabinet approved several international agreements, most notably: a memorandum of understanding for political consultations with Thailand, an agricultural cooperation agreement with Azerbaijan, a memorandum of understanding for health cooperation with Egypt, and another in the field of statistics with Estonia. It also approved the establishment of a branch of the University of New Haven in Riyadh, reflecting the Kingdom's commitment to expanding higher education opportunities and international academic partnerships.

Appointments and Promotions

The Council’s decisions included the appointment and promotion of a number of national talents to senior positions in various sectors, reflecting the continued renewal of administrative blood and the activation of specialized expertise to serve government agencies.
