Hail region to Russian investors: A food and logistics base awaiting activation

The Hail region is undergoing a transformative shift from a traditional agricultural oasis to an integrated investment hub combining agricultural production, food processing, and modern supply chains. His Royal Highness Prince Abdulaziz bin Saad bin Abdulaziz , Governor of Hail, outlined this vision to a Russian delegation of investors, aiming to position the region as a national and regional food basket capable of attracting capital and transforming its natural resources into a globally significant economic asset.

Prince Abdulaziz bin Saad explained that the Hail region, with its historical fertility and abundant production of grains, dates, and vegetables, has transcended traditional agriculture to become a hub for processing industries. This base would multiply economic returns and open new export markets to the Gulf, the Middle East, and North Africa, thus strengthening the Kingdom's presence in the global food security sector.

Strategic geographical location

Hail's strategic geographic location at the crossroads of northern, central, and western Iraq was a key highlight of the presentation, granting it a logistical advantage supported by a sophisticated infrastructure. This infrastructure includes an international airport, a highway network, and planned rail links. This location positions Hail as a natural gateway for the flow of food products to regional markets, enhancing its ability to play a pivotal role in national and regional food security.

Legislative reforms and investment incentives

The region's governor affirmed that the Kingdom, under the leadership of the Custodian of the Two Holy Mosques and the Crown Prince, has placed investment at the heart of its priorities through legislative reforms and high-quality incentives offered by the Ministry of Investment. This legal and regulatory framework constitutes a genuine guarantee for attracting foreign direct investment and establishes long-term strategic partnerships that benefit the national economy.

Contributions to GDP

The investment landscape in Hail reflects the significant financial inflows directed towards supporting the sector. Agricultural Development Fund financing in the region has exceeded 7 billion riyals, contributing to raising its share to more than 10% of the Kingdom's agricultural GDP. Furthermore, the Hail Investment Forum 2025 witnessed the signing of agreements and initiatives worth 8.5 billion riyals across various sectors, including agriculture, logistics, and industry, demonstrating the transformation of theoretical opportunities into tangible projects.

Promising investment map

The Ministry of Environment, Water and Agriculture has allocated 43 investment sites in the region, covering an area exceeding 143 million square meters, opening the door for the development of major projects in the fields of food security and agricultural processing. This investment map provides investors with a ready-made platform and streamlines many procedures, making investment opportunities in Hail more readily achievable.
