His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud , Crown Prince and Prime Minister, chaired the Cabinet session held in Riyadh on Tuesday, 24 Rabi' al-Awwal 1447 AH (September 16, 2025). The Cabinet began its session by extending congratulations to the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, on the occasion of the opening of the second year of the ninth session of the Shura Council, praising the contents of the annual royal address, which affirmed the firm foundations of the state, its achievements, and its aspirations for the development of the nation and the enhancement of the citizen's status.
Highlights of the Gulf and Arab summits
The Crown Prince briefed the Council on the outcomes of his participation in the extraordinary session of the Supreme Council of the Gulf Cooperation Council and the emergency Arab-Islamic Summit. The Council affirmed that both summits reflected the member states' support for the State of Qatar's position in the face of the aggression it suffered, and their complete rejection of any violations of international law and diplomatic norms. In the same vein, the Council reiterated its condemnation of the Israeli occupation authorities' aggression, emphasizing the Kingdom's full solidarity with Qatar and its support for preserving its sovereignty and security.
The Palestinian issue and international efforts
The Cabinet welcomed the adoption by the United Nations General Assembly of the “New York Declaration” issued by the High-Level International Conference on the Peaceful Settlement of the Palestinian Question and the Implementation of the Two-State Solution, a conference co-chaired by the Kingdom of Saudi Arabia and France. The Cabinet explained that the vote of 142 countries in favor of the resolution reflects the international will for peace and affirms the right of the Palestinian people to establish their independent state within the 1967 borders, with East Jerusalem as its capital.
Regional and international positions
The Council affirmed its support for the joint statement issued by the foreign ministers of Saudi Arabia, Egypt, the UAE, and the United States regarding the restoration of peace in Sudan, expressing its hope that this would contribute to ending the humanitarian crisis. The Kingdom also reiterated its support for efforts in Syria by providing a grant of 1.65 million barrels of crude oil, aimed at improving the living conditions of the Syrian people.
International Cooperation and Energy
The Cabinet reviewed the Kingdom's participation in the 69th General Conference of the International Atomic Energy Agency (IAEA), affirming its commitment to continuing the national nuclear energy project in cooperation with the Agency, to contribute to developing national capabilities and enhancing scientific and technological progress. Riyadh's hosting of the "Money 20/20 Middle East" a reflection of the Kingdom's interest in supporting innovation and entrepreneurship and strengthening its position as a global financial hub.
New decisions and approvals
The Council discussed several agenda items, including political, economic, and developmental issues, and reached a number of decisions, most notably: authorizing the Chairman of the Board of Trustees of the King Fahd National Library to negotiate a memorandum of understanding with Indonesia; approving a memorandum of cooperation with Nigeria to combat drugs and psychotropic substances; approving a protocol with China regarding the export of dairy products; and approving memoranda of cooperation in the areas of desertification, export development, and technical and vocational training. The Council also approved the draft document for the privatization of the military clothing and equipment factory.
Promotions and annual report reviews
The Council approved the promotion of several officials to the fourteenth rank in various ministries, including Human Resources, Islamic Affairs, and the Riyadh Municipality. It also reviewed annual reports from several ministries and agencies, including the Ministry of Commerce, the Ministry of Education, the Makkah Region Development Authority, the Exhibitions and Conferences Authority, the Saudi Space Agency, and the National Competitiveness Center, and took the necessary actions.
