His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, chaired the Cabinet meeting held today in the capital, Riyadh, during which a number of important legislative and regulatory decisions were issued, in addition to reviewing developments in regional and international conditions and indicators of the Kingdom’s economic and developmental performance.
Strategic leadership and legislative developments
At the beginning of the session, His Royal Highness the Crown Prince briefed the Council on the contents of the message he received from His Majesty the King of the Kingdom of Bahrain, which comes within the framework of strengthening the deep-rooted fraternal relations between the two brotherly countries. Affirming the Kingdom's pivotal role in the region, the Council followed up on the latest regional developments, reiterating the Kingdom's firm and unwavering support for efforts to achieve peace in the Gaza Strip, and stressing the necessity of ending the conflict and commencing reconstruction efforts to ensure security and stability for all the peoples of the region.
Strengthening the intellectual property system
In a pivotal step aimed at protecting creativity and innovation, the Cabinet approved the Copyright Law . This decision reflects the Kingdom's commitment to developing a legislative environment that attracts investment in the creative and knowledge-based economy. Protecting intellectual property rights is a cornerstone for achieving the goals of Vision 2030 in diversifying income sources and encouraging creators and innovators, thus enhancing the Kingdom's position as a global hub for talent and innovation.
Global economic and diplomatic movement
On the economic front, the Council welcomed the Kingdom's hosting of the World Economic Forum's international meeting scheduled for next April, which underscores international confidence in the Saudi economy and its influential role in shaping global economic trends. The Council also commended the outcomes of the Kingdom's delegation's participation in the Davos Forum, which highlighted the Kingdom's high-quality initiatives in the areas of sustainability and innovation.
In a related context, the Council noted the Kingdom’s pioneering humanitarian role, praising the King Salman Relief Center’s launch of its 2026 plan, which includes 422 humanitarian projects around the world, thus consolidating Saudi Arabia’s position as one of the world’s largest donors of humanitarian and development aid.
Infrastructure and housing sector development
The Council reviewed the significant progress in quality of life and housing programs, commending the accelerated pace of the housing program, which aims to raise homeownership rates among citizens to 66.2% by the end of 2025, with the number of beneficiaries exceeding one million. The Council also affirmed that the selection of Riyadh by more than 700 international companies as their regional headquarters is conclusive proof of the success of economic reforms and the development of the digital and logistical infrastructure.
The council also considered the opening of the new expansion of King Khalid International Airport and the inauguration of Al-Jawf International Airport as strategic steps to enhance air connectivity and support the tourism and logistics sectors, in line with the national transport strategy.
International resolutions and agreements
The Council concluded its session by approving a package of agreements and memoranda of understanding with a number of sisterly and friendly countries, including renewable energy and civil defense with Turkey, investment promotion with Morocco, in addition to agreements in the field of air transport with several countries, and the appointment of a number of national talents to senior leadership positions.
