Minister of Justice Dr. Walid Al-Samaani affirmed that true development is inseparable from legal development, noting that the launch of the system of specialized legislation, announced by Crown Prince and Prime Minister Prince Mohammed bin Salman bin Abdulaziz, represents one of the main pillars of the comprehensive development process and enhances the national innovation climate in the Kingdom.
This came during the Minister of Justice’s participation in the opening session entitled “Enabling Legal Frameworks for National Development and Innovation: Vision 2030 and Legal Transformation”, within the proceedings of the Saudi Law Conference 2025 , held under the slogan “Technology and Sustainability” in the capital, Riyadh.
Legislation is the foundation of development
Dr. Al-Samaani explained that the Basic Law of Governance has defined the ultimate goal of legislation in the Kingdom, which is to establish justice, achieve the public good, and prevent harm. He clarified that enforcing the law is not limited to simply reading the texts, but requires a comprehensive understanding of the legal context, including the purpose, function, and objectives intended by the legislator.
Principles of clarity and participation
The Minister of Justice added that the Kingdom's legislative methodology today is based on a set of key principles, foremost among them clarity and transparency , followed by public participation that allows experts and the community to express their opinions and suggestions. He emphasized that this approach contributes to enriching legal texts and achieving best legislative practices that align with the objectives of Saudi Vision 2030 .
Strategic Vision
Al-Samaani pointed out that the system of specialized legislation that was launched represents a strategic step towards achieving legal development, through building an advanced regulatory environment that responds to the changes of the times, and enhances confidence in the justice system, in a way that serves sustainable development and national innovation.
