The Cabinet, chaired by the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, affirmed that the visit of Crown Prince and Prime Minister Prince Mohammed bin Salman bin Abdulaziz to the United States of America comes within the framework of strengthening bilateral relations and the strategic partnership between the two friendly countries in various fields, along with striving to achieve their common vision towards a Middle East characterized by security and stability.

The council, in its session today (Tuesday), approved amending the regulations of the National Center for Mental Health Promotion, so that the center will be organizationally linked to the Minister of Health
Based on the unified rules for prevention and protection from domestic violence, exploitation and abuse of the Cooperation Council for the Arab States of the Gulf, which were adopted by the Supreme Council of the Cooperation Council for the Arab States of the Gulf at its forty-fourth session held in Doha.
The Council also approved the Unified Industrial Regulation System (Law) for the Gulf Cooperation Council (GCC) countries, which was adopted by the Supreme Council of the GCC at its forty-third session held in Riyadh.
The Cabinet, in its session, was briefed on all the talks that took place in recent days between the Kingdom and a number of countries around the world, including the two messages that the Crown Prince received from the President of the Republic of Korea, Lee Jae-myung, and from the President of the Islamic Republic of Iran, Dr. Masoud Pezeshkian.

Protecting homelands and societies
The Council discussed the content of the Kingdom of Saudi Arabia’s participation in regional and international meetings, reaffirming the Kingdom’s emphasis, at the (forty-second) meeting of the Interior Ministers of the Gulf Cooperation Council countries, on the importance of integrated joint action to confront security challenges in a way that contributes to protecting homelands and societies, and enhances opportunities for development and prosperity in the region.
A more comprehensive roadmap
Minister of State and Member of the Cabinet for Shura Council Affairs and Acting Minister of Information, Dr. Essam bin Saeed, explained that the Cabinet noted the global announcements made by the Kingdom in the tourism sector, most notably the (Riyadh Declaration), which was adopted during the (26th) session of the General Assembly of the United Nations Tourism Organization, to represent a roadmap for a more inclusive and sustainable future in the sector, and to be one of the drivers of national growth.
The Council appreciated the Crown Prince’s patronage of the (fourth) Global AI Summit, which will be held next year, 2026, in the Kingdom, as part of its ongoing efforts to make innovation and digital transformation two fundamental pillars for building a sustainable and globally competitive knowledge economy.
Local content development
The Cabinet praised the Digital Government Forum held in Riyadh for its innovative and high-quality launches supported by artificial intelligence technologies, and for the significant progress made by government agencies in measuring digital transformation and the adequacy of digital content for 2025, which embodies the continued development of services provided to citizens, residents, and visitors.
The Council commended the integration of national efforts in developing local content and contributing to raising the localization rate of military spending to (24.89%) by the end of 2024, thus reinforcing the continuous progress in the localization process in this sector to reach more than (50%) by 2030.
decisions
The Council reviewed the topics on its agenda, including those studied jointly by the Shura Council. It also reviewed the conclusions reached by the Council of Political and Security Affairs, the Council of Economic Affairs and Development, the General Committee of the Council of Ministers, and the Council of Ministers' Experts Committee on these topics. The Council concluded that:
- Approval of the guiding model for a memorandum of understanding between the National Development Fund in the Kingdom of Saudi Arabia and its counterparts in other countries for cooperation in development fields, and authorizing the Chairman of the Board of Directors of the National Development Fund - or his representative - to discuss with counterparts in other countries the draft memorandum of understanding, and to sign it in light of the guiding model
- authorizing the Minister of Foreign Affairs - or his representative - to discuss with the Slovak side the draft memorandum of understanding regarding political consultations between the Ministry of Foreign Affairs of the Kingdom of Saudi Arabia and the Ministry of Foreign Affairs of the Slovak Republic, and to sign it.
- Approval of a memorandum of understanding between the Ministry of Islamic Affairs, Call and Guidance in the Kingdom of Saudi Arabia and the Presidency of Religious Affairs in the Republic of Türkiye in the field of Islamic affairs.
- Authorizing the Minister of Human Resources and Social Development - or his representative - to discuss with the Hong Kong side the draft memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the Government of the Hong Kong Special Administrative Region of the People’s Republic of China for cooperation in the field of youth development, and to sign it.
- Authorizing the Minister of Finance, Chairman of the Board of Directors of the Zakat, Tax and Customs Authority - or his representative - to sign the draft memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Kenya on cooperation and mutual assistance in customs matters.
- Approval of a memorandum of understanding between the Saudi Food and Drug Authority and the Jordanian Food and Drug Administration to cooperate in their respective areas of competence.
- Authorizing the Chairman of the Board of Directors of the Education and Training Evaluation Commission - or his representative - to discuss with the Omani side the draft memorandum of understanding between the Education and Training Evaluation Commission in the Kingdom of Saudi Arabia and the Omani Authority for Academic Accreditation and Quality Assurance of Education in the Sultanate of Oman for cooperation in the field of measurement, evaluation and accreditation in education and the national qualifications framework, and to sign it.
- Authorizing the Minister of Education, Chairman of the Board of Directors of the General Organization for Technical and Vocational Training - or his representative - to discuss with the Russian side the draft memorandum of understanding in the field of technical and vocational training between the General Organization for Technical and Vocational Training in the Kingdom of Saudi Arabia and the Federal Institute for the Development of Education and Vocational Training in the Russian Federation, and to sign it.
- Approval of a memorandum of understanding for cooperation between the National Competitiveness Center in the Kingdom of Saudi Arabia and the Ministry of Law in the Republic of Singapore.
- Renewing the membership of Mohammed bin Ali Al-Majdoui in the Board of Directors of the Saudi Center for Economic Business, and appointing Rami bin Khalid Al-Turki and Mohammed bin Saleh Al-Khalil as members of the Board of Directors of the Center.
- Approval of the final accounts of the Authority for the Care of Persons with Disabilities, the Support and Liquidation Center, and the King Abdulaziz Foundation for the two previous fiscal years.
Promotions
Approval of promotions to the (fifteenth) and (fourteenth) ranks, as follows:
- Ali bin Mashabeb bin Mohammed Aifan was promoted to the position of (Senior Financial Advisor) at the (fifteenth) rank in the Ministry of Finance.
- Prince Faisal bin Abdulaziz bin Nasser bin Abdulaziz Al Saud was promoted to the position of (Business Advisor) at the (fourteenth) rank in the Ministry of Interior.
- Saleh bin Ali bin Mahshi Al Mufreh Al Qarni was promoted to the position of (Business Advisor) at the (fourteenth) rank in the Ministry of Finance.
- Khalid bin Qadan bin Marzouq Al-Ghadhbani Al-Otaibi was promoted to the position of (Financial Advisor) at the (fourteenth) rank in the Ministry of Finance.
The Cabinet also reviewed a number of general topics on its agenda, including annual reports of the Al-Ahsa Development Authority, the General Authority for State Properties, the General Authority of Civil Aviation, the Saudi Red Crescent Authority, the Saudi Arabian Airlines Corporation, the National Center for Prevention and Control of Plant Pests and Animal Diseases, the National Center for Industrial Development, the National Center for E-Learning, the National Program for Community Development in the Regions, and the Mahd Sports Academy. The Cabinet took the necessary action regarding these topics.
